The later comprehensive executive summary explicitly broadens CW360 into enterprise development, management services, workforce development and behavioral-health leadership. These are different scopes in the source history—not interchangeable claims of current treatment availability.

The six-stage public consulting journey describes an engagement. Define–Manage–Deliver–Assess organizes program-design thinking. The Builder’s proposed eight-stage production lifecycle and its maturity labels describe other dimensions. They are not collapsed into one score or one replacement framework.
