The design library includes a 3:00–8:00 p.m. after-school concept. Hours, ages, group sizes, services, and transportation must be confirmed for the implementing provider; this is not a current enrollment offer.
- Developmentally appropriate cohort design
- Caregiver communication and family involvement
- School coordination with appropriate permissions
- Arrival, dismissal, environment, and staffing controls
Implementation follows readiness.
The operator, location, staffing, supervisory capacity, service permissions, payer arrangements, and public information must be confirmed before an offer is activated.

Age bands and pathways need an adoption decision.
The January guide names youth 12–17 in Phase 2. The system-level questions propose 6–10, 11–14 and 15–18 bands. The youth manual distinguishes Day Treatment from a Skills-Only pathway. These source differences are recorded, not converted into final enrollment criteria.
