The Integrated Program Development Framework supports design decisions. The OCCO finalization workbook names a controlled move toward launch. The Builder distinguishes drafts, adoption, operation and evidence.

The guide frames this as a proposed implementation progression. Moving to Phase 2 still depends on readiness evidence rather than calendar passage.

What a usable handoff contains.

A named responsible role, a date, a tool, a completion criterion, an escalation path and evidence. The source workbooks repeatedly require decisions and assumptions to be recorded rather than left in an informal conversation.

Define the receiving organization, authority, scope, people, tools and review evidence before adopting or launching a service.
