A referral is a beginning, not an ending.
The CW360 source standard keeps responsibility visible until the next state is known: notice, acceptance, scheduling, confirmation and tracking—or an honest disposition.
Notice → Accept → Schedule → Confirm → Track
The Builder states this sequence as its handoff standard. The workflow chapters add documentation, permission and follow-up ownership.

Closure does not mean forcing an outcome.
The case-management chapter identifies linked, pending, declined and closed-unable dispositions. A refusal, waitlist or unresolved barrier should be recorded truthfully with any remaining follow-up responsibility.
